Dark Communication

Projects to achieve individual and social goals with a political calculation behind them, such as instilling fear and intimidation, always have backgrounds, backstages and interconnected communication channels. Those communication channels have veils that conceal the true nature of their projects and they convey this through whispers of fear. The non-transparent image itself hides behind invisibility. Invisibility has two opposite wings. Not seeing and not being seen. The veil that is added between these two opposite wings indicates that serious projects with a pre-designed road map, a large budget and staff are being carried out. In most cases, the field of endeavor is drawn into the background, into the dark spots, using the elements directly opposite. These are already uncanny, unacceptable areas. Because of the same contrasts, they have no difficulty in gaining the open support of distant lands and societies. Contrasting concepts and images turn such communication into pitch darkness, allowing projects that are filtered and prepared with serious calculations to move forward as quietly as possible. In this way, silence and noise are transformed into side projects that can be used to manipulate world public opinion.

Although the concept became widespread after the French Revolution, older expressions, which have had different uses since ancient times, have preserved their existence until today and attracted the attention of researchers.

Since its background is invisible, or rather hidden, its sources of income are based on illegal methods, and it is inevitable to spread fear for its continuation. Accordingly

The force that imposes fear, or the target it is directed at, the tactic or strategy, the area where the center of gravity is concentrated, is used to name the research subject. When juxtaposed, it can be carried out in a small province or a metropolis, internally or externally, on the highest mechanism. All of them are aimed at spreading the darkness and thus gaining the ability to act as they wish.

Dark communication does not benefit either society or the individual. Because it has never been seen that life cannot be born from the dead. Those who are alive, aware and healthy communicators can override all darkness, as well as break their communication ties and make them obvious. As in every field, the path of free thought and scientific soundness must be kept open in all circumstances and times, because other directions feed or are fed by the communication of darkness to a greater or lesser extent.

Against Turkey, which has absolute strategic importance, dark communication clusters, funding support for fictions established in a number of fields near and far from the borders, media perception propaganda can be made. As such, the so-called protagonists, perpetrators, patrons, financiers, etc. can appear abroad. However, it is understood from the news reflected in the mass media from time to time that dark communication cannot act completely unattended. Likewise, it is also accepted that dark communication has energized the institutions of the country. It is easily understood from the recent and distant past that a country's efforts alone, no matter how admirable, cannot be sufficient. For this reason, international concrete cooperation and stakeholderism are gaining importance.

The attitudes and behaviors of these stakeholders are at the forefront of dark communication. It is certain that no matter what a major threat to international peace and security is, no matter where, when and by whom it is committed, no dark activity can be legitimized and counted. In order to prevent this, international cooperation must be increased.

The world community should not discriminate between any dark elements and should act decisively in preventing, tracking, neutralizing, exposing and prosecuting the actions of all of them or their sub-representatives. They must not be associated, consciously or unconsciously, with religious or ethnic names, otherwise only dark communication will be able to gain distance. In order not to prepare the ground for all this and to cope with the global threat, swift and united action must be taken. The United Nations, the universal organization capable of representing the international community and of addressing the various dimensions of the fight against terrorism in a holistic approach, plays a central role. It is crucial to have a global legal framework that penalizes acts of terrorism and compels member states to cooperate in the fight. Consultations and negotiations within international organizations such as the UN, the CoE and the OSCE, and the documents they produce, are important in this respect.

At the same time, many programs, offices and agencies of the United Nations system help member states build effective counter-terrorism capacity by engaging in specific activities against terrorism.

Turkey is increasingly playing an active role in the development of a universal legal framework under the United Nations system and is emerging as both a regional and global power. Syria, Libya, Azerbaijan, Ukraine, the Eastern Mediterranean, etc. are enough to summarize this situation. In some of these, global gains are at stake. Its role in the grain corridor has been appreciated by the world community. The academic and intellectual basis for such a picture is quite broad, and its resonance with the international community is high. It is an accepted fact on all platforms that dark communication is financed by various organized crimes, especially drug trafficking. In order to solve this problem, a common sense of responsibility that requires international cooperation should be developed. Turkey approaches the issue with this understanding and, in addition to the steps taken at the national level, strongly supports efforts to strengthen cooperation at the regional and global levels. As part of efforts to strengthen international cooperation in the fight against terrorism, in addition to contributing to the capacity building efforts of the UN and regional organizations, Turkey also carries out capacity building programs at the bilateral level with requesting countries.

In an effort to eliminate national, regional and global dark communication, institutions and individuals who succeed in transferring engineering know-how to production through comprehensive project support in foreign-dependent industries strengthen the country's defense, open up employment opportunities and relieve the economy with export revenues. All this, of course, darkens the dark communication, but cannot prevent enlightenment. Because it is not possible for darkness to overcome light.

When Turkish culture, which is a supra-age value, eliminates all kinds of darkness and the perception communication that supports it with its lush, solid, fundamental and absolute energy, it will provide gains not only to its own society but also to the whole humanity and will reverse the projects carried out.
