Do you think just being elected is enough to be trustworthy? Doctors, for example, we don't elect doctors into office. But I think almost all of us trust doctors. To become a doctor requires a very demanding education. Why does a patient listen to their doctor?

Why does a patient listen to a doctor?
Because he is the doctor. When a person is sick, in order to get better, he trusts the doctor who he is sure will cure him. In a sense, there is no other choice.
The desire to live is in all of us, it is engraved in our genes, and the only way to survive when we are sick is to listen to that doctor.
For example, my late mother used to do whatever the doctor said.
Even if I said the same thing fifty times, for some reason she wouldn't listen to me, but when the doctor said the same thing, she would say no, the doctor said so and she would do exactly what the doctor said.
But unfortunately today's doctors are not like the old doctors. When there is no trust in the doctor, even to the point where the society is now beating doctors, do you really think that doctor can heal that patient?
I don't know, today's doctors are actually much better educated than in the past. There have been very good developments in medicine in the last fifty, maybe a hundred years.
But still, for some reason, trust in doctors is not what it used to be.
Many of them make agreements with some pharmaceutical brands and they take care to write that drug in the prescription. It is as if a relationship of self-interest has entered the profession of medicine.
As everything has deteriorated, I think doctors have also deteriorated in recent years.

There has to be a level difference between workers and engineers on construction sites, otherwise, unfortunately, that worker won't listen to the engineer.
Either he doesn't believe what the engineer says, he thinks he knows better, or even if he knows what the engineer says is right, he doesn't do the work as the engineer says because he doesn't feel like doing it that way.
However, if he knows that he will get a headache, that is, when he knows that the engineer is an authorized person, he is forced to do the work as requested.

However, in order to get what you say done, the hierarchy must be well established on the construction site.
Of course, hierarchy is important, but the character of the engineer is also important. An engineer needs to know how to get things done.
