“The rule of law”, “transparency” and “accountability” are the building blocks of a contemporary and modern society. It builds democracy in favor of the people.

Economic, social and political development takes place on these building blocks.

If the ideal of reaching the level of contemporary civilization has not been realized so far, the main reason for the failure is the failure of the principles of "rule of law", "transparency" and "accountability".

While this tripartite pillar makes the political powers responsible, it creates high living standards for the people and wide areas of personal freedom for individuals.

2011 declaration: Target 2023

The declaration essentially consisted of five main titles: “advanced democracy”, “great economy”, “strong society”, “livable environment and brand cities” and “leading country”.

We arrived at the beginning of 2021. Which goals are achievable? There are major problems with each target. Let's just go through the economy.

Turkey is far from the target of "25 thousand dollars national income in 2023 and being one of the 10 largest economies in the world" as a requirement of the "big economy", which is one of the five visions announced ten years ago.

According to the data of the International Monetary Fund (IMF), while our country had a per capita income of 11,221 USD ten years ago, it decreased to 7,715 USD in 2020. However, in 2013, the national income approached 13,000 dollars. The only period in which GDP per capita has fallen for seven consecutive years since 1923 was 2014-2021. Accordingly, for the first time in the history of the Republic, per capita income fell for 7 consecutive years.

According to the IMF's October estimates, there is a world average of 10,954 USD in per capita income in 2020. While Turkey was well above this figure in 2013, it has now fallen below this figure and ranks 74th out of a total of 202 countries.

This is behind countries like Costa Rica, Bulgaria, Kazakhstan, Turkmenistan and Montenegro.

In the World Economic Outlook October-2020 (IMF) report, it was predicted that Turkey's GDP will fall to 649 billion dollars this year and will fall to the 20th rank among the world's largest economies. The 2021 forecast is $652 billion and is the 21st place. This means that Turkey may be excluded from the list of top 20 economies for the first time after many years.

So what is the main reason for this decline?

It is not known what the 1960 and 1980 coups, the 28 February 1997 Post-Modern Coup and the 15 July 2016 Coup Attempt targeted, but they hit Turkey's most important development weapon, human resources.

Turkey cannot develop automotive brands such as Mercedes, Toyota, Hyundai. Iphone, Samsung, Huawei, Microsoft, Facebook, Amazon equilavenet advanced technology brands could not be flourished in Turkey.

Because every coup and attempt brings with it an extraordinary period. In these periods, it is witnessed that the basic principles such as "rule of law", "transparency" and "accountability" are suspended for various reasons. Human resources, the nation's only global competitive advantage, are being ruthlessly pruned. And the country is going backwards in all its goals, as in the economic field.

The independence and impartiality of the judiciary, equality and justice can implement the year declaration "Reform in law and economy in 2021". The country lost a lot of time with the clan balances. A state system based on competence and merit, in which not a single person is excluded, will make the expected leap. The rule of law, transparency and accountability in Turkey will strengthen the country's strategic superiority, human resources.

Atatürk pointed out the importance of the economy at the Izmir Economy Congress in 1923: “No matter how great the political and military victories are, if they are not crowned with economic victories, the victories that occur will not be permanent, they will fade in a short time”. The economy grows with a reliable legal system and the enforcement of law.

The first step is the coordination to be established between the judicial and administrative judiciary in the field of judiciary. The second correlation to be established between the judiciary and the administration will increase the power of human resources. And only with the "rule of law", "transparency" and "accountability" can a fair judiciary, a strong economy, a peaceful society and a real democracy be built.

Maybe in this way, we can establish at least the first three targets of "advanced democracy", "great economy", "strong society", "livable environment and brand cities" and "leader country" by 2023.

Turkey can be a "leading country" when "livable environment and brand cities" are established, after 2023.
