Is land reform needed in agriculture?

Agricultural lands, which were large enough to provide sufficient income from cultivation in the time of our grandfathers, have been divided into parts and turned into small lands that can no longer feed families living in rural areas. As a result, families had to migrate to the city. Although the survivors continue to cultivate these lands from time to time, sometimes with permission, that is, by agreement, and sometimes without permission, many lands are left to their fate as empty fields.

The Importance of Agricultural Problems is Increasing:

For a while, agricultural problems began to come to the fore more. Producers complain of excessive increases in fertilizer prices and high fuel and electricity prices. Many agricultural laborers do not even want to cultivate their lands anymore, as the selling prices of the crops they plant do not even save their cost.

As a result, the cultivated lands are decreasing day by day, and considering other effects such as migration to cities, it is clear that something needs to be done. Incentives and non-repayment of agricultural loans are another problem. If you call someone who has a foreclosure on your tractor or if you are in court with the banks for not being able to pay your debt, it is a mess.

These are the problems that we all know and hear about in the news. Issues raised by opposition parties. Although the government sometimes takes some measures on these issues, no one is satisfied with the situation.

However, besides all these problems, there is another problem that no one has brought up, and if a solution can be found to this problem, perhaps this solution may be an agricultural reform, and it may also bring a solution to other agricultural problems.

The Problem of Agricultural Land Transferred by Inheritance:

The problem I want to talk about is the problem of agricultural lands, which are being divided day by day due to inheritance.

Agricultural lands, which were large enough to provide sufficient income from cultivation in the time of our grandfathers, have been divided into parts and turned into small lands that can no longer feed families living in rural areas. As a result, families had to migrate to the city. Although the survivors continue to cultivate these lands from time to time, sometimes with permission, that is, by agreement, and sometimes without permission, many lands are left to their fate as empty fields.

In fact, many of them are not cultivated in small shares, that is, in the ownership of many heirs, because they are in a sense unclaimed, and therefore do not benefit the country's economy.

I think there are many heirs in this situation. He has a few lands there, somewhere far away, and they all have a little bit of their share, but no one knows what they are doing on those lands, they can't be thrown away or sold if you sell them. It actually stands aside as a problem.

There are some regulations and laws, there are possibilities to combine, but it's a long story. Besides, an order has been established in the cities now, no one will return to deal with agriculture, even if you combine it, it is now so divided that the income you will gain in that dimension is useless. The stone you throw is not worth the frog you scared.

So what are we gonna do? How are we going to make these lands useful for the country's economy? For example, if the state pays a certain price and turns it into treasury land, can there be a solution? Or what else can be done?

Could Industrial Agriculture be the Solution?

I said industrial agriculture in one of my articles, as a solution to agriculture, of course, this is the main solution for the country's agricultural level in general, but industrial agriculture is something that can be done primarily on large lands. In other words, it is an agricultural method that should be applied in accordance with the requirements of the age, perhaps as a result of the guidance of large landowners with state support and correct planning.

What I'm talking about is small small plots. As a state, you cannot seize it, the law of inheritance is one of the most important laws of the state, you cannot force people to do anything. Even if it is idle or useless today, even if you pass a law tomorrow, it will be valuable for human beings and objections will rise. In other words, a solution should be found so that people can be confident that the lands will contribute to the country's economy with their heart. Come on, cotton hands are in your pockets, we are declaring mobilization, these things cannot be done by saying that we are in a difficult situation.

So how to do it then?

Establishment of Agricultural Companies:

Let's think about what we have to find the right solution. There are small plots of land, our aim is to bring them together to form large plots of industrial agriculture on them.

Cooperative order would be very difficult. In cooperatives, each member must have direct contribution, they must exert their own efforts. At least for those who have a certain size of land, maybe the appropriate solution may be cooperative, they are already cultivating on their land, when there is a cooperative, more efficient production will be made with the cooperation of forces. It is difficult, but perhaps the appropriate solution for these situations may be cooperatives.

But our topic should be for the inactive lands divided into smaller pieces, what can we do for the owners of the land that do not want to touch the land anymore?

I think of establishing agricultural companies, joint stock companies that carry out agricultural production from a single source. Establishing large companies with special status, engaged in industrial agriculture, under the direction and control of the state may be a solution. Shareholders will allow agricultural activities on their land, they will have a share in the income, so they can voluntarily transfer their right to use their land.

In this regard, even a separate stock exchange can be established, since the companies to be established have special status, those who wish will be able to buy and sell their land share rights on the stock exchange, and it will be possible to distribute the revenues obtained in each crop period in accordance with their share rights. Maybe there may not even be a need to establish a separate exchange, and this situation can be resolved within the scope of BIST.

If the establishment of companies with this special status is paved with some additions to the company law, it will be beneficial in terms of income distribution for land owners to have a separate income with the state organization and guarantee. It will also be an advantage for companies in terms of directing resources only to production, as they do not have to spend big money and buy land. Take social peace for you!

Conclusion:

I don't know, this is the solution that came to my mind, a similar solution can be applied in buildings that need to be renovated due to earthquakes, as well as in restructuring and transformation projects.

The important thing is that people are guided in the right way with their heartfelt consent. Of course, for this, trust must first be established, people need to trust the leaders. If there are concerns that it will be donated to the supporters in this way, it will not work. In short, this should be a reform, agricultural land reform.

If this reform I mentioned can be done, I think it will be a solution to other agricultural problems. In a sense, it will also contribute to social peace!
