Holiday Gathering in Kastamonu Güllüce
Why is the West Black Sea Poor? Are there any rich geographies like the Western Black Sea? How can we turn this bad luck into an opportunity?
We were in Güllüce village of Kastamonu this holiday, we met with our friends, brothers and fellow countrymen.
On this feast day when we came together in the village, we had the opportunity to see the mosque and the village mansion, and to open it together.
Addressing the guests, I said the following, I wanted to convey my words that reflect my feelings to you.
Mr. District Governor, esteemed guests, Ladies and gentlemen, silent heroes of the Western Black Sea Region, valiant sons of the Shahriban Valley. Welcome to this blessed day, this double holiday, you have brought joy.

First of all, I would like to congratulate our dear compatriot and relative Sebahattin BAĞ, who has this beautiful work, mosque and Village Mansion built in the Güllüce District of Kalaycı Village in the name of Necati Bağ.
So glad I have you.

Again, I wish God's mercy and forgiveness to Hacı Yakup ATEŞ, nicknamed Yakup Usta, who took the first steps for this work and to lead the village before the state when there was no water in our village, and to Uncle Necati Bağ, nicknamed Black Necati, whose name will live on in the Mosque.

First of all, I cannot express how sorry I am for the flood disasters that have hit the Western Black Sea Region in the last two years.
There is not only flood disaster in our region.
There is also a disaster of poverty in the region, which has made us expatriate.
This unique geography, full of exceptional people, where poverty is inherited from father to son, but no whining or complaint is made.
Geography is destiny.
According to 2020 TUIK data, TR 82 Sinop-Kastamonu-Çankırı Region was declared as the poorest geographical region.

So I thought of three questions:
1- Why is the Western Black Sea Poor?
2- Are there any rich geographies like the Western Black Sea Region?
3- How can we turn this bad luck into an opportunity?
Why is the West Black Sea Poor? Who can answer your question?
1. The Western Black Sea Region is the Region with the Most Martyrs in Turkey:
- Even in Sevres, where only an enlarged Western Black Sea region was left to Turkey, this region was not dared to be separated from the Turkish homeland.
- Because this place has been referred to as the base of Turkmens for seven centuries by travelers.
- In 1826, the devshirme Janissary is abolished. The only province of the empire with a 98% Muslim Turkish population became the Western Black Sea military warehouse.
- This region is the region that gave the most martyrs in the Dardanelles Wars and the War of Independence -by far. "Yarimca"-'22 soldiers from Gulluce go, 21 of them are martyred.
- Look, Sarı Seyin is there… His three sons were martyred, one of them is a veteran. Look, Üvez Ali is right there. He fought for 22 years. He's taken prisoner.
- Look, there is Cide, where 11 thousand soldiers were summoned, half of whom did not return. Captain Halime from Cideli is there.
- The remnants of those who were martyred in Çanakkale and the War of Independence, naturally, could not compete with those who did not do their military service and dominated the economic-social-political life for many years.
2. While Lodges and Lodges were Closed, Modern Schools and Vocational Courses were(s) not built instead:
- The divans concentrated around Bolu, Bartın, Kastamonu, Çankırı and Zonguldak show that the administrative organization model of the Western Black Sea region is in the form of Divan.
- Lodges and zawiyas, which are an important element of this model, are not just a religious organization. At the same time, they are a school and a ahi organization.
- When the lodges and zawiyas were closed, the ahi organization and schools of the region were also closed. Instead of these, modern Republican schools could not be built, vocational courses could not be opened, and tradesmen's organizations could not be established or functional to a large extent.
- On the other hand, granting an exemption to the region of Of in this direction has a great role in not only directing the religious life of the region, but also making it stand out in bureaucracy, politics and trade.
- Today, there are countless administrators from the Of region, most of whom are Governors and general directors, Ministers, Deputy Ministers. The number of Governors and District Governors from here is more than 140.
- There were 5 people from the Shahriban Valley. Today, our brothers such as Erdoğan Ülker, Ali Gün have retired or have been retired. Yıldırım Abi is also completing his retirement age these days. There is not a single Civil Administrative Supervisor left.
It's time to stop this trend...
3. The Role of the Forest Law in the Impoverishment of the Region:
- According to the Forest Law of 1956, no reduction can be made in the forest boundaries under any circumstances.
- The geography where people live in many regions of Turkey was either used as agricultural land or opened for construction or declared a tourism area and became the engine for the enrichment of its own region. The Forest Law had a negative impact on the Western Black Sea Region due to the forest structure of the region.
- The fields we planted when we were little became forests. The fields used by the non-forest areas either became lands that were opened for development or were a source of wealth as a plain.
4. Migration and Its Negative Effects:
- 2.5 million people live in the provinces of Sinop, Kastamonu, Çankırı, Bartın, Karabük, Zonguldak, Bolu and Düzce in the Western Black Sea Region.
- One of these provinces, Istanbul has the same population.
-The same number of people from the region live in Bursa, Ankara, Izmir and Thrace.
- The Western Black Sea Region, which employs twice the population of the region, has not only outsourced its qualified and working-age workforce, but has become a forest in the uncultivated areas it emptied.
5. Failure of the Region to Benefit from Incentives Given to the Eastern Black Sea Region:
- The religious privilege granted to the region of Of has allowed it to dominate bureaucracy, economy and politics.
- It is an interesting example that only the Western Black Sea part of the Black Sea coastal road is not finished. Politics and bureaucracy and the world of commerce and industry, especially Presidents and Prime Ministers from the Eastern Black Sea Region, constitute monopolization.
- There is not a single minister in the cabinet from the Western Black Sea Region.
On the other hand, making the tea concession first to Rize with Blood and then to Rize, Trabzon, Artvin and Giresun by the decision of the Council of Ministers, and giving the hazelnut incentive mostly to the army and Giresun provinces, the impoverishment of the people of the Western Black Sea and the Western Black Sea is an opportunity compared to the neighboring Eastern Black Sea region and its people. led to the need for equality.
One of the reasons for establishing BAKFED is to reduce regional inequalities.
6. Western Black Sea Development Plan Appropriate for the Dynamics of the Region Has Not Been Made:
-Since the first industrial plan of 1933, “minimizing regional imbalances” has been one of the main objectives of our Development Plans.
- A geography with important resources of the country has not been able to get rid of the interregional imbalance despite 90 years of development policies.
- Because the West Black Sea Development Plan suitable for the dynamics of the region has not been prepared.
- However, according to the World Bank and TUIK data, the poorest region of Turkey is the Western Black Sea Region.
- (GAP), (DOKAP,) (DAP) (KOP) similar projects should be done urgently.
- The need for the BAKKA Plan is moderate.
The 7th Region Tourism Zone has not been declared and a tourism plan suitable for its architecture has not been prepared:
- Cities such as Safranbolu, the original Amasra and Kastamonu, which are within the scope of UNESCO "World Heritage City" in the Western Black Sea region, have the potential to become brands in terms of tourism.
- The natural beauties of the region such as Abant, Yedi Göller, Sapanca lakes, Geços and Hamsilos Bays, Valla canyon, Dağlı Kuylucu are untouched.
- A holistic Western Black Sea Tourism Plan should be made that enables horizontal structuring in accordance with the regional architecture. And the region should be declared as a tourism region as a whole.
8. Local People Don't Protect Their Own Values:
9. People of the Region Cannot Evolve Their Individual Structure into a Collective Transformation:
- Today, the Western Black Sea has a serious population. Population is influence. But the organized population...
10. The Optimal Scale is the West Black Sea Scale:
-The first non-governmental organization covering the Western Black Sea Region is the Western Black Sea Equal Opportunity Association (BAKFED), which was established in 2019. BAKFED, which claims to be a think tank and a non-governmental organization seeking rights to eliminate regional inequalities, is a candidate to fill the gap in this area.
11. The Problem of Organization:
- A few more things can be discussed among the reasons for the backwardness of the Western Black Sea Region. However, the main issue is organization.
-Sinop, Çankırı, Kastamonu love, Bartın, Zonguldak, Karabük love, Bolu, Düzce love must melt in the Western Black Sea crucible so that the legend returns!.. Every legal organization model in the world and in our country,
Legendary Pashas of the Western Black Sea Region
1- Fahreddin Pasha of Kastamonu alone extended the World War I by two months. The Defense of Medina said to the Istanbul Government, who said, "Download the Turkish Holiday, I will not lower this flag, but appoint someone who will lower it."
2- If Çanakkale remains with us today, can Kastamonulu Enver Pasha, the Chief of Staff of the Çanakkale Wars, be forgotten? Enver Pasha, the Conqueror of Edirne and Thrace…
3- Caucasian Eagle Nuri Killigil Pasha from Kastamonu is the conqueror of Azerbaijan and Dagestan.
4- Dadaylı Deli Halit Karsıalan Pasha is the Conqueror of Erzurum-Kars-Erzincan-Iğdır-Ağrı.
5- Halil Kut Pasha from Kastamonu defeated the British Army in Kut'ul Amare.
6- Miralay Halil Akmansu of Kastamonu captured Greek Commander-in-Chief Trikopis during the War of Independence.
7- Müfit Kansu from Kastamonu served as the civilian leg of the War of Independence, who organized the national struggle as the third pillar in Erzurum together with Gazi M. Kemal Atatürk and Kazım Karabekir.

1- The backbone of the Dardanelles War and the War of Independence is the Western Black Sea.
2- One out of every 4 or 5 martyrs is from the West Black Sea Region.
3- 93,000 of the 250,000 martyrs of the Çanakkale War are from the Western Black Sea Pasha Sanjak.
4- 11,500 soldiers were recruited from Cide, with a population of 35,000, and more than half did not return.
Are there any rich geographies like the Western Black Sea Region?
- Switzerland, which has twice the population of the Western Black Sea Region, is Turkey's province.
- Its surface area (BK11) is half of the Western Black Sea and one-twentieth of Turkey.
- However, this small landlocked country not only produces 33 times more than the Western Black Sea region, but also produces 150 billion USD more national product annually than Turkey.
- Each Swiss citizen earns 16 times more than Turkish citizens living in the region, and 12 times more than citizens throughout the country, respectively.
- The region is growing less than both countries with similar growth. While the Western Black Sea is more homogeneous than both countries, Switzerland has no coastline.
Every person who has visited the Western Black Sea-Swiss Alps says:
The Western Black Sea, in other words the old Kastamonu Pasha Sanjak, is perhaps even more beautiful than Switzerland.
The advantage of Switzerland is that it has a long coastline to the Black Sea.
Switzerland, on the other hand, pushed Turkey out of the G-20 with its legal security and the brands it produces.
Turkey offers natural gas from Filyos, iron and steel from Karabük, coal from Zonguldak to our country.
It produces wood and oxygen with the Western Black Sea Forests.
But the Western Black Sea region is poor, Kastamonu is poor, Cide, Şenpazar, Azdavay, Pınarbaşı are poor, Hoşalay is poor.
Suggestions:
BAKFED proposed three important measures with the KIZILCASU DECLARATION 2-3 years ago:
1- “Having ministers from the region in the cabinet”
2- “Declaration of the entire region as a tourism region”,
3- Making the "Western Black Sea Development Plan", which includes the construction of lakes and dams to keep the rain water in high basins...
How is it going to be made:
1- If the Western Black Sea Region is considered as Turkey's new development engine and green-digital development methods are applied,
2- If the West Black Sea High Speed Train Line is built accordingly.
3- If tourism, informatics, education and industrial-agricultural production become a brand…
4- If natural gas off Filyos, coal in Zonguldak, steel produced in Karabük, and the wood potential in the region are used in the region...
5- If the flood zone is turned into the lakes zone,
6- If several ministers can be appointed to the cabinet,
7- Our people have their own values if it comes out
8- Undoubtedly, the Western Black Sea will draw Turkey into the G-10.
