In addition, it means that states make strategic decisions on energy resources (such as oil, natural gas, rare earth elements and critical minerals) and shape their international policies within the framework of these resources.

In fact, Trump's proposal to make a deal with Ukraine over critical minerals reflects the US tendency to see its military and economic support to Ukraine as a means of commercial exchange, rather than a gratuitous aid. Accordingly, as the US seeks alternative sources of supply to reduce its dependence on China, Ukraine's rich supply of lithium, titanium and other critical minerals makes it an important partner.

Trump's proposal is based on the idea that Ukraine should ‘repay’ the support it received from the US in the war by providing critical minerals.
