Equality of opportunity requests of Western Black Sea Region Inhabitans

“Western Black Sea Equal Opportunity Association-BAKFED” is Turkey's first geographical equality of opportunity association. It is also the first non-governmental organization established on the scale of the Western Black Sea Region. In this context, the UN, which is a part of our domestic law, It follows the discrimination and equality practices meticulously in accordance with Article 21 of the Universal Declaration of Human Rights and Article 10 of the Constitution. It sees democracy, the rule of law, transparency and accountability as the requirements of civilization and modernity. The perception of equality has also brought about being at the same distance from political parties.

The date we decided to establish the association, which set out with this vision in 2019, is when the article "West Black Sea", which I wrote based on Bartın in 2006, was published in the magazine Manager's Voice. In this article, the centuries-old neglect of the region and the courage it showed in the War of Independence and the Dardanelles War were emphasized.

In 2014, our discourse at the İstamonu Newspaper Gatherings made a lot of noise: “Western Black Sea provinces, the region that gave the most martyrs despite not being occupied, (while the heroic warring Urfa Şanlı, Maraş Kahraman, Antep Gazi was announced), Sinop, Çankırı, Kastamonu Why was it neglected? Also, the BAKAF Western Black Sea Forum was born in this atmosphere.

In my articles published in İstamonu Newspaper and regional newspapers since 2020, I emphasized that Kastamonu Province is actually the Western Black Sea Region. Kastamonu Center, Samsun, Sinop, Çankırı, Bolu, Karabük, Düzce, Adapazarı, İzmit, Bilecik, Zonguldak, Bartın... All of them are included in Kastamonu. Western Black Sea from the Melet River to Bulgaria.

In 2020 (9/11) TUIK declared the TR82 Region (Sinop-Kastamonu-Çankırı) the poorest region of Turkey. This is the official announcement of my determination 15 years ago. For the first time, the reasons for the backwardness of the region were analyzed analytically in an article:
1- With the abolition of the Janissaries, Kastamonu Province, 96-98% of whom were Muslim Turks, became the military warehouse of the state. The Western Black Sea region is by far the region with the highest number of martyrs in Turkey, and the region has remained unclaimed as this has destroyed its trained human resources.
2- While the dervish lodges and lodges were closed, schools and vocational courses could not be built instead, and the concession given to Of region in this area caused this region to dominate the political, economic and social life of Turkey.
3- The forest law of 1956, which prohibits the narrowing of forest borders, deprived of wealth due to the nationalization of the Western Black Sea region, where two-thirds of the natural settlement area is forest. While almost all of the Black Sea region was forest, the fact that tea permission was given to Rize, Trabzon, Artvin, Giresun, and hazelnut incentives mostly to Ordu, Trabzon and Giresun caused the eastern part of the Black Sea to turn this negativity into an advantage, and the Western Black Sea to lag behind.
4- The Western Black Sea Development Plan (BAKKA) similar to the GAP has not been prepared in line with the dynamics of the region.
5- The people of the region do not protect their own values.
6- The people of the region do not know how to ask and do not use their democratic rights.
7- The people of the region cannot evolve their individual structure into a collective transformation.
8- The optimal scale is the West Black Sea scale. Joining forces on this scale will ensure success.
9- The region is a region with the highest number of immigrants and elderly population.
10- The hinterland of Istanbul is an area of ​​unplanned urbanization and threatens the Western Black Sea Region.
11- The fact that there has been no people in the region in the cabinet for a long time deepens this poverty and deprivation.
12- Constructing an upper basin lake/pond in order to prevent possible floods in the region and to create attraction.

Global warming has brought a climate in favor of the region. The Mediterranean climate has shifted to the Aegean, and the Aegean climate has shifted to the Western Black Sea. THE WEST BLACK SEA EMERGENCY ACTION PLAN was included in the KIZILCASU NEVRUZ DECLARATION. Accordingly, in order to provide equality of opportunity to the Region, it was demanded that "ministers from the region be in the cabinet", "the entire region should be declared a tourism region" and a "Western Black Sea Development Plan" should be made.

DEVELOPMENTS IN THE WEST BLACK SEA REGION
The Western Black Sea Movement has entered a successful path in this process. First of all, the detection of the problems has been done in a solid way. The region demands the balance of blessings and burdens.

In the Kızılcasu Declaration dated March 21, 2021, it was primarily requested to raise awareness about the strengths and weaknesses, opportunities and threats of the region. At the opening of Kastamonu Days (Istanbul), one of our former ministers, Mr. The fact that Murat Başeskioğlu has used many of the findings in our previous articles and in this declaration and that the participants have more refined information on these issues shows that awareness has been raised.

Unfortunately, our demand to prevent floods by constructing lakes and ponds in the upper basins could not be fulfilled in a short time. The West Black Sea Flood Disaster unfortunately imposed a great punishment. The lakes built due to the previous flood disaster in Bartın province made the flooding a disaster.

West Black Many non-governmental organizations included in the declaration have started or were formed in your region:

1- BAKFED Western Black Sea Equal Opportunity Association is the first geographical non-governmental organization in the region.
2- BASIAD Western Black Sea Businessmen Association was established in the field of business.
3- BBGC Independent Western Black Sea Journalists Association was established on 5 November 2021.
4- BKTD Western Black Sea Tourism Association started its activities this year.
Associations, federations and confederations of the provinces of the region have not yet come together under the name of the Western Black Sea Forum (BAKAF), but cooperation studies are continuing.
The Western Black Sea Thought and Research Center (BAKADAM) has not yet been established, but the task of generating ideas in strategic areas is carried out by BAKFED.

In order to provide equal opportunity to the region within the WEST BLACK SEA EMERGENCY ACTION PLAN;
1- “There are ministers from the region in the cabinet”,
2- “Declaration of the entire region as a tourism region”,
3- Awareness regarding the preparation of the "Western Black Sea Development Plan" has been regionally raised, but it has not yet been reflected on the national agenda.

WESTERN BLACK SEA EQUAL OPPORTUNITY ASSOCIATION – BAKFED- KIZILCASU NEVUZ DECLARATION was written and taken under decision on 21/03/2021. The ideas contained in this declaration, which were previously the subject of fragmentary articles, were once again announced to the public with the celebration of the 98th Republic Day celebrated in Istanbul.
