What does the package economy actually tell us?
Every package announced in Turkey is a political choice. It is a political decision on where to transfer resources from where to where. Why is there a need for an economic package? Any treatment method to be determined without answering this question is wrong.
Dear friends, we are going through a very difficult period economically and there is no light that these difficulties will end anytime soon. The light at the end of the tunnel is likely to be the light of the freight train coming towards us. From time to time, in my articles, I express that all phenomena in the social structure should be handled as a complex system with the level of complexity brought about by interdependence. What happens if this is not done? There is no single answer to this question. Because in a complex system, while you think that you are correcting something, you may have taken steps that will upset the balance of the whole system. Let's start from the very beginning.
You start working as a CEO in a company. The first thing you need to do is to observe the system and try to understand the relationships between units. However, you see a practice that seems absurd to you. Without questioning why that practice exists, you immediately give instructions with an assertive attitude and that practice changes. At a moment when you think everything is going well, you receive a notification from a unit that you think is not related to the application you changed. There is a problem whose source you have difficulty recognising and you give instructions to correct it. If you do not perceive the system as a whole and produce your solutions in accordance with this holistic structure, you will be in the middle of a vicious circle.
There is a saying that "a new broom sweeps well". Managers who come to the head of a unit by appointment try to change everything quickly, assuming that everything was done wrong before them. After a while, they realise that everything has gone wrong and try to adapt to the order. In working life, whether public or private, there are countless anecdotes describing this phenomenon. What we are talking about here is not to accept everything as it is, but to avoid making "heroic" changes without understanding the functioning of the system and without foreseeing the effects of the change on the system.
The state is a much more complex system than companies. Political powers that assume the responsibility of governing the state are expected to be aware of this fact. This requires both political maturity and the consciousness of being a state official. Otherwise, it is very likely to encounter narcissistic personalities who see themselves as the owner of everything. If you put a hammer in the hands of a teenager, he starts to see everything around him as a nail. If you give the authority and responsibility of governing the state to a person who has not reached sufficient maturity, he/she will break things like an elephant in a glassware shop.
While governing the state, political powers implement the policies they determine in accordance with their own ideologies. However, if the fact that public policy is formed in a process is not taken into consideration, the political power sees itself as having the power to change/reform everything that does not suit its mind, which is the first step in a series of disasters that can befall a state. The structure that has been built within the system for decades is dragged towards chaos. All balances are turned upside down. In order to preserve its position, the government ignores the law and gives political priority to the practices that will keep it in power. Such governments gradually assume an autocratic identity and do not pay attention to the disturbed balances after a while. It sees itself as "omnipotent" and starts to wander at the heights of populism.
After this stage, the political power may make certain arrangements in the economy in favour of those it considers as its own voting mass, while these arrangements may cause other segments to suffer unlawful and unfair losses. It should not be inferred from what I have said that the previous system was fair. But increasing injustice is not heroic. A government that says it has created social justice by making the minimum wage an average wage is clearly lying. In a country where a retired engineer from the public sector does not receive as much salary as a retired high school graduate, the stones have been moved in such a way that they cannot be replaced.
There may be various criticisms about the government in a country. In every country, there may be masses criticising even the most successful governments. This is very natural and criticism is a natural right of citizenship. There may also be objectively unfair criticism when each segment evaluates it from its own point of view. However, the success of a government in a country is measured by increasing the welfare of each individual in the country; reducing inequalities in income distribution; ensuring that citizens have equal rights to access basic public services such as education, health and security; and ensuring that the taxes collected are proportional, do not reduce the welfare of the individual and are fair. If there is an excessive tax burden in a country and this burden reduces the welfare of individuals, there is bad governance there.
Political governments are authorised and responsible. In long-term governments, this responsibility is so clear that it cannot be discussed. Especially if the government in question has ruled the country for more than twenty years, it is primarily responsible for all injustices. Of course, this responsibility must be reciprocated. However, if the judiciary is under the command of politics, it is very difficult to be held accountable for this responsibility. It is difficult to maintain the system in this country after a prime minister who says, "Nothing happens by violating the Constitution once". After this stage, every unlawful move disrupts something and the system becomes chaotic. At this stage, the reaction of the government is very important. The choice is very simple; the future of the country or the continuation of the government?
What I have tried to explain so far is that the state is a big and complex system and those in power should be aware of this fact. If this fact is not recognised, the result is chaos, as can occur in any system. As a result of this chaos, the system may go to entropy (collapse), or it may trigger the emergence of a new will for a stronger system in order to prevent similar things from happening again. However, it is a fact that you cannot solve a problem with the approach that created it.
New economic packages are announced from time to time in every period of government. These packages may be necessary to adapt to the internal and external dynamics of the state system. However, every package announced is a political choice. It is a political decision on where to allocate resources. Why did an economic package have to be announced? This is the most fundamental question. Any treatment method to be determined without answering this question is wrong.
There is a serious budget deficit in Turkey. Why is there a budget deficit? Turkey is a country with a current account deficit. Why is there a continuous current account deficit? The answers to these critical questions are essential for diagnosis. If the diagnosis is not made correctly, the measures determined as treatment will only have a dressing effect. Afterwards, it may lead to more unpredictable and unpredictable results in the functioning of the system. This is because the disease has not been diagnosed correctly and the treatment has been applied incorrectly. If, on the one hand, an economic package is announced to create resources, and on the other hand, irrational public expenditures continue, the problem literally turns into a pool problem. We need to question why we need resources, not to create resources.
A solution is possible if we think of the system we call the state as a whole and realise that our existence is closely related to its future; if we can agree that we need justice and law regardless of religion, race or ethnic origin. Whoever prevents us from seeing class differences and discriminates on the basis of faith and ethnicity is doing the greatest evil and betrayal to this homeland. We must realise that when uninsured workers die as a result of a work accident or miners die in a mine because the necessary precautions are not taken; as long as we do not see the fact that those with their heads uncovered and those with their heads covered, those with different ethnic origins, those with different political views die side by side, we will be supporters of the unjust and lawless order of the rulers.
Ataturk, the founder of the Republic of Turkey, emphasises economic independence when describing full independence. He says that if there is no economic independence, one cannot be independent in other areas. Within the framework of this discourse, I suggest you to take a photograph of the conditions we are currently in. Most probably, the photograph you will see will be different from what you have been told. Take a good look at that photograph and see how pointless it is to discuss the economic package to be announced. Or forget about taking photographs and dealing with the problems of the country; spend a lifetime to provide a good future for your children so that they can spend a lifetime to provide a future for their children.
