Lack of infrastructure accelerates migration. There are still settlements without roads and electricity. Two-thirds of the roads are currently closed. Many NGOs could not reach Istanbul for this reason.
The people of the region do not know how to want, moreover, they do not like to be in the position of wanting.
The people of the region do not protect their own values and their values do not protect their own people.
The region seems accustomed to poverty. This is learned helplessness.
There is a threat of extinction of a holistic beauty due to the lack of regional planning similar to the GAP.
Nuclear power plant creates a negative image. Especially choosing the region with the most beautiful nature creates hesitation in many people.
The region is a region with the highest number of immigrants and elderly population. The image of the retirees and the city of the dead is formed.
The absence of the powerful actors of the region in the political arena and ministers in the cabinet deepens poverty and deprivation and threatens equality of opportunity.
OPPORTUNITIES
The Western Black Sea Region has a climate, nature and human geography suitable for all-season tourism activities.
It is very close to Istanbul and Ankara.
It has not been contaminated since the Sumerians used primitive methods of production.
Water resources are plentiful.
There are many national parks with intense plant and animal diversity.
It has a homogeneous human structure and heterogeneous in nature.
The sea connection is open to the World.
Global warming has brought a climate in favor of the region. The Mediterranean climate is shifting to the Aegean, and the Aegean climate is shifting to the Western Black Sea.
The unique and rich gastronomy of the region is very suitable for a healthy diet.
The optimal scale is the West Black Sea scale. Joining forces on this scale will ensure success.
THE REASONS FOR THE WEST BLACK SEA:

With the abolition of the Janissaries and the devshirme system, the Western Black Sea region, 98% of whom were Muslim Turks, became the military warehouse of the state. The region is by far the region with the highest number of martyrs in Turkey, and the region has remained unclaimed as this has destroyed its trained human resources. There was no structuring, coordination and congress on the scale of the WEST BLACK SEA, which is the most effective scale in the development of the region. This is a first in the 7,000-year history of the region.
Consisting of 8-10 provinces, this region has not yet produced politicians at the level of prime minister and president, and even a party leader has not emerged from the region.
DEVELOPMENTS IN THE WEST BLACK SEA REGION
The Western Black Sea Movement has entered a successful path in this process. First of all, the detection of the problems has been done in a solid way. The region demands the balance of blessings and burdens.
In the Kızılcasu Declaration dated March 21, 2021, it was primarily requested to raise awareness about the strengths and weaknesses, opportunities and threats of the region. At the opening of the Kastamonu Days (Istanbul), the fact that our former and new interior ministers used many of the findings in our previous articles and this declaration, and that the participants had more refined information on these issues, shows that awareness has been raised.
Unfortunately, our demand to prevent floods by constructing lakes and ponds in the upper basins could not be fulfilled in a short time. I regret to say that the Western Black Sea Flood Disaster has imposed a great punishment. The lakes built due to the previous flood disaster in the province of Bartın have significantly removed the flood from being a major disaster.
In the Western Black Sea Region, many non-governmental organizations included in the declaration have started to form or have been formed:
1- BAKFED Western Black Sea Equal Opportunity Association is the first geographical non-governmental organization in the region.
2- BASIAD Western Black Sea Businessmen Association was established in the field of business.
3- BBGC Independent Western Black Sea Journalists Association was established on 5 November 2021.
4- BKTD Western Black Sea Tourism Association started its activities this year.
5- Associations, federations and confederations of the provinces of the region came together under the name of the Western Black Sea Forum (BAKAF) and permanent cooperation studies began.
6- Although the Western Black Sea Thinking and Research Center (BAKADAM) has not been established yet, the task of generating ideas in strategic areas is carried out by BAKFED.

For the first time in the history of the Turkish Republic, per capita income has been shrinking for eight consecutive years. The per capita income, which was around 13,000 USD at the end of 2013, fell below 9,000 (some sources, 7,000) USD by the end of 2021. According to IMF, World Bank and UN data, our country cannot be among the top 70 countries in per capita income.
In many estimations, unfortunately, it seems that Turkey will not be among the largest economies (G-20) in 2021 and 2022.
Inflation has exceeded 36 percent.
The population of our country, which ranks (18th) in the world, has exceeded 84 million.
Turkey is not among the first 50 countries in the human development index.
Turkey ranked 69th among 134 countries in the fight against corruption.
In the same report, when the country classifications by income group are analyzed, Turkey was ranked 38th among 40 countries in the upper middle income group.
Turkey ranked 117th among 139 countries in the 2021 Rule of Law Index.
According to Transparency International's Corruption Perception Index, Turkey ranked 86th out of 180 countries. Turkey has not changed its place among the 5 countries that have regressed the most in the last 8 years.
According to the index, when compared with the member states of the European Union (EU), it lagged behind Romania, which had the lowest score in the EU with 44.
Turkey also ranked third from the bottom among the countries of the Organization for Economic and Co-operation Development (OECD).
Ranking 149th out of 179 countries in V-Dem's 2021 democracy index, Turkey has found its place among the 30 countries with the worst democracy.

Undoubtedly, a democratic society that provides peace and prosperity is the basic desire of every people. The rule of law, separation of powers, independence and impartiality of the judiciary, transparency, equality, freedom of expression and thought, and accountability are the building blocks of a contemporary and modern society. It builds democracy in favor of the people. Justice and constitutional order are inevitable for a good democracy, but there is something equivalent to all of these, which is COUNTRY APPLICATION.
Dear friends, you are all very important. You are at a different point in history. Let's go back 100 years. Let's take a look at a few pashas, all from the West Black Sea Region, all of whom were swept away by the invaders and all of whom were eliminated despite their tremendous victories:

"I will show that his armada is not invincible", "Edirne Conqueror" Enver Pasha, the Chief of General Staff of the Çanakkale Wars and the acting Commander-in-Chief, is ignored by being veiled with Sarıkamış. However, as his grandson wrote in the book he wrote, "When it was understood that the war would be lost, he buried about 800,000 rifles, 4,000 machine guns and a few thousand cannons in various parts of Anatolia. Later, they reported their location to Mustafa Kemal, and these were the first equipment in the War of Independence.”
The "Conqueror of Baku" Nuri Killigil Pasha, who established the first weapons factory of young Turkey, founded the Caucasian Islamic Army and liberated Azerbaijan and Dagestan. Nuri Pasha said, "I wish I had lost my life so that Azerbaijan would not remain outside of Turkishness." He believed that the other Turkic peoples that would integrate with Turkey would first be Azeris and Turkmens living close to the borders of Turkey, and predicted that other Turkic peoples living in the region extending to Tatarstan would integrate. He was blown up along with dozens of his engineers.
Halil Kut Pasha is the uncle of Bozkurtlu Enver Pasha. He is also the commander of the Kût'ül-Amâre Victory, which was the most decisive victory against the British in World War I. The 6th Army, which lost 350 officers and 10,000 soldiers here, lost 30,000 soldiers and officers to the British. He took 13 generals, 350 officers and 13,300 privates as prisoners. Among them was Sir Charles Townshend, who would later become a Turkish friend. He arranged the arms and ammunition shipments to Anatolia in those days, and delivered the loot he took from the British and the eight-ton gold bars he collected from Russia to the National Struggle. Due to the allegations of Unionism directed against the Pasha, the Ankara Government issued a decree on March 12, 1921, ordering Enver and Halil Pashas and their relatives to be deported immediately if they came to any part of Anatolia, and they were banned from entering foreign representations. Miralay Halit Akmansü is the hero of the 1916 Kûtü'l-Âmâre Victory, the Sakarya Battle, the Great Offensive and the Commander-in-Chief Battle. Topçu Miralay/Inst. While Pasha, called the "Desert Tiger", was exiled to Malta, he was sentenced to death by the court called Nemrud Mustafa Divan-ı Harbi, which was established by the invading state in Istanbul. He was sent to the Afghanistan embassy.
"Crazy" Halit Karsıalan Pasha saved Erzurum-Kars-Ardahan, while he was very close to being one of the founders of the Republic, he was not able to catch this chance because he fell victim to an unsolved perpetrator in the parliament. The Law on Paying the Relatives of the Armenian Martyrs from the Order of National Service and the approval he gave with his eighty-eight friends were sent to the National Defense and Finance committees. was the victim of murder.
DEAR ELECTED NGO HEADS OF THE WEST BLACK SEA, you are all very important. You are at a different point in history. After 7000 years, the Western Black Sea comes together for the first time. We are capable of doing what our glorious pashas could not do a hundred years ago. This is a bird of luck. Because everyone is as big as their goal.
Dear friends, I will share with you two important points that are embodied in my two memories:
A quarter of a century ago, engineers from Europe came to Sinop to examine the Western Black Sea forests. “There are many beautiful forests in your Germany. Why are you inspecting this place?” They answer the civil administrator who asks: “Yes, there is, but either pine forest, beech or oak… that is, it is uniform. The Western Black Sea Region is a forest paradise. In the forest, each plant lives together without being at the expense of the other. This is an amazing combination”
Now I am calling out to the Qaeda of the Turkmens: “Just like the Western Black Sea Forests, let's see diversity as wealth. Let's live arm in arm. This road is our way. We do not live in a geography that has to destroy the other in order to survive. Together we will be a good example of living hand in hand, arm in arm. ”
My second memory is from the USA… In the summer of 2012, we received Senior Executive Education at Harvard (Kennedy School of Government). They took us to the Boston Red Sox's Baseball game. Great atmosphere, eighty thousand viewers. The US National Anthem started to play in an environment where the NYPD President, NASA, FBI and CIA regulars participated in the program alongside the ministers of different countries. Everyone is standing and saying with their hands on their chest. I never felt like getting up. And I didn't get up. However, everyone knows how respectful I am to the national and religious values of others. Actually, I was surprised myself. I acted against myself and ethically by not doing what I was supposed to do. Involuntary. In fact, this is politically incorrect and does not fit my character at all. I certainly wouldn't act that way, even in normal times. I thought about it and finally found the reason. A year ago I was researching "America's Balance of Freedom and Security" at Northern Illinois University in Chicago. My eldest daughter was also studying in high school at PHS. It was almost like an international school with the flag of 78 countries. When I went to visit one day, I saw a Turkey-centered Middle East-Balkans-Caucasus map. It said on it, I was broken. My sadness had no account. After all, the Arab Spring was called and burned everywhere:
