Shall We Continue with the System of Authorised Irresponsibility or Not?

Therefore, the election planned to be held on 14 May is not only a referendum to elect the person who will govern us, but also a referendum to determine the form of governance of our country.

Turkey was hit by the catastrophe of the century at such a time that the events before and after the earthquake, made the system of governance debatable again. 

As you know, we had invented a new form of government called "Turkish type presidential system". Our students inevitably asked what kind of a system this was, and we tried to explain it at that time.

We said "it is not presidential", they asked "semi-presidential?", we said "no, not that either", they asked "is it a parliamentary system? ", "no, no, it's not that at all", we said as much as we could, "there is an elected president, the President of the Republic, responsible for the unity and solidarity of the nation, supra-partisan, who takes office with an oath of impartiality but is not impartial, in other words, he is not so symbolic, he is also the head of the executive, he has all the authority, he is kind of a Prime Minister, he appoints ministers, judges, rectors, generals, all the bureaucrats you can think of, everyone gets approval from him, everything is done or not done on his instructions, but at the same time this person continues to be the chairman of his party. " we said.

Isn't this the situation? 

Yes, this is exactly the current situation.

Turkish students understood the situation well or badly, after all, most of them had never seen another leader, another administration in their lives. The eyes of the foreign students, on the other hand, showed that they were dumbfounded, they were trying to figure out this new system, but in vain, of course they could not. 

When the students asked, "Well, how is the control and supervision of the president who holds all the powers in his hands?" the foreign students were bewildered, and they were not wrong. 

The Turkish-type presidential system was designed to make new contributions to the world political literature. Not only us, but the whole world discussed the interestingness of this system at that time, and the danger of this system turning into a one-man regime and the views that it was not democratic were predominant in the foreign press. However, our press ignored these news and comments and applauded the marvellous system we had found at that time.

We were now a politically "sui generis", that is, a country of its own. Imagine that we had discovered such a beautiful system of governance that the authority of the administration was almost unlimited, while its responsibility was almost non-existent. Those who had no authority could be responsible for almost everything. This was a marvellous system not only for politicians but for all administrators.

For example, if we lost martyrs because of the treacherous separatist terrorist organisation, the rulers were of course irresponsible, the PKK, PYD, YPG terrorist organisations and the opposition were responsible. We also found a great word, "affiliation", and as soon as we put that word everywhere, the others immediately became responsible. 

For example, there was a coup attempt, because of the treacherous FETO terrorist organisation, the rulers were of course irresponsible, the terrorist organisation and of course the opposition were responsible.

For example; did the people moan and groan because of the hardship, the rulers were of course irresponsible, the foreign powers, the interest lobby and of course the opposition associated with them were responsible.

For example, tens of thousands of people died as a result of the earthquake, buildings collapsed, roads collapsed, airports became unusable, there are complaints that there was no early intervention, there are criticisms of the zoning amnesty, but the rulers are again and of course irresponsible, the responsible ones are the fateful plan, the cronies and the opposition that criticises without a doubt.

In this form of governance, no matter what bad things happen, the opposition is responsible and the government is irresponsible; no matter what good and successful things happen, the government is responsible and the opposition is irresponsible.

This is the system of authorised irresponsibility. 

In this system, which Turkey has just discovered, irresponsibility is owned, authorisation is not delegated, and responsibility is constantly transferred to others. 

In short, this system is tailor-made for the rulers. How this political system, which was introduced into the political literature with the referendum of the Turkish nation, will be shaped in the future will be decided by the Turkish nation in the upcoming elections.
