Although, in our country, this rule has been written down in the presidential elections. In America, presidents can be elected for two terms. Maybe there is such a rule in other countries too.
However, especially in local elections, such a rule is not written in our laws.

The right to a second term is a second right granted mostly to those who could not show themselves sufficiently in the first opportunity given.
However, I guess it also requires virtue for those who were successful enough in their first term to voluntarily say that's enough after a successful second term.
