Oil Tanker and the Principle of Separation of Powers
Try to carry a glass of water from one carriage to another on a train, and assume that the train is not traveling on a straight line, but on a turn or on a slightly bumpy line. You cannot even carry that glass of water without spilling it.
Do you know oil tankers? They are very big ships. They carry a lot of oil.
It amazes you how we were able to build such big ships. But what amazes me is not the size of the ships. Let me try to explain my surprise with an example.
Try to carry a glass of water from one carriage to another on a train, and assume that the train is not traveling on a straight line, but on a turn or on a slightly bumpy line. You cannot even carry that glass of water without spilling it.
How is it that they can carry all that oil in those giant tankers on the open seas with so many waves without sinking, I marvel at that!?
It's not a solid cargo, it's oil, a liquid. It seems to me that even in the smallest wave, the churning of the oil in the tanks should be able to destabilize the tanker. Since it is difficult for a person to carry even a glass of water, if the huge tanker, all that oil, is shaken by the waves, that tanker will actually rotate in the water.
OK, maybe it won't sink, after all, the unit weight of oil is lighter than water, but at least I think it will tilt sideways because its balance will be disturbed. Don't you think so?
I wonder what they did to prevent this risk, any ideas?
Yes, the solution is actually simple. They built compartments inside the tanker, cells. They don't load the oil into a single tanker tank. They load it into separate cells. The oil is not shaken from one end to the other inside the tanker. In smaller sized tanks, the oil is agitated differently in each tank depending on the horizontal load at that moment, and the agitation effect is extinguished within itself. The horizontal effect caused by the agitation of the oil in one tank is reduced by the oil in another tank. Since the cells attenuate each other's sudden lateral effects, it is not so difficult to stabilize the tanker in open sea waves. Makes sense, doesn't it?
Actually, we can apply this principle in other areas as well.
For example, can this principle be applied in economics? You might say, what does an oil tanker have to do with the economy? But actually there is a connection and this principle is actually applied.
There is a law against monopolization. When there is monopolization in something, like a single-cell oil tanker, in any market turmoil, the monopolized company can have a huge impact on the market. Therefore, monopolization is not allowed in any country.
But we say there is strength in unity. When you monopolize, you grow and become stronger. Therefore, you can do bigger things.
Now I am in a dilemma for some reason. One iron fist or many small fists?
I think it depends on your purpose. When you prevent monopolization within the country, you create competition. Competition means development. But to compete with other competitors outside the country, you may need to join forces. Perhaps state support may also be necessary for this purpose. I don't know, how do you think?
Turkish made coffee, a huge company with state support, when you say Turkish coffee in the world, you can only find that coffee in every country. But within the country, everyone produces different brands of coffee. They compete with each other. Can it be possible? An intra-country trade with borders defined by law? I guess not. There will be fighting again, I put in more effort, I have the right to earn more! I think everyone will have this logic. It seems to me that there would be a problem with the distribution of earnings outside the country.
We will have to think a little more about the application of this principle in economics, and then we will see.
What else can we apply this principle to?
Can it be applied in the administration of the country? Let's have a separate person in charge of each issue in the administration. Independent ministries, like separate cells in the same tanker. The forest minister will be responsible only for forests. He will not be involved in anything else. Those who want to be forest minister will organize the necessary documents and apply to the people that I would be a better forest minister. Whoever the people choose. His job will be forests, our country is mountainous, we will elect whoever can make the country a forest country.
This is how the minister of health will be elected, the minister of transportation, the minister of energy, the minister of education and others.
Some from Party A, some from Party B. Forget about the party, let them be independent.
Could it be possible? Maybe it can.
In any case, you have to make decisions for the whole country on certain issues. I guess you need someone to coordinate between ministries.
There is a solution for that too. We can establish a ministry of coordination. Its task will be coordination between ministries.
Above all, I wonder if you need a prime minister? Not a prime minister, but a representative. Someone who represents the country. His job should be to take care of the visitor if he visits the country. Someone everyone respects.
International relations should be handled within each ministry.
And the laws? Laws are the job of parliament. The administrators have no chance to make laws. It is the job of the administration to govern in accordance with whatever law the parliament has passed.
Can such an order be possible?
An independent institution that does planning, an institution made up of experts who are only authorized to do planning.
The judiciary is also completely independent. There is no ministry of justice. Does the judiciary need to be managed? No! If there is a dispute about something, you will go to the judiciary and ask, and the matter will be decided according to the judicial decision made in accordance with the law.
There should also be a solution for auditing, independent auditing organizations auditing each ministry. If there is any corruption, the auditing organization will immediately take the matter to the judiciary.
But how will the public know who is fit for which ministry? These things require organization. Those who aspire to any ministry in the country will need a lot of financing to make their propaganda. Isn't financing politics the biggest problem right now? All the money spent during the elections comes from whomever, and when they come to power, those who supported them get it back somehow. And they get it back in spades. Isn't that why there are fights? Rant!
We need to think about this issue in more detail. There are nuances that we cannot take into account at the moment.
But at the very least, separation of powers should be a sine qua non.
Yes, physically the structure of the tankers works, but I think structuring them in separate cells is a principle that should be used in other areas as well.
Thinking, generating ideas is good. It's also useful to share ideas, and maybe someone else can come up with better ideas based on the ideas shared.
I just wanted to do some brain training, but I think that's enough for now.
Love and regards to everyone from Moscow
