Alliances and Friendships

Turkmens, the second largest ethnic group in Syria after Arabs, should be granted the same education and citizenship rights as Kurds. For now, the issuance of a presidential decree is sufficient for the rights of Turkmens.

Terrorist organisations cannot survive without a source of funding. The secret services of the imperialist states that utilise the organisation either support it financially themselves or provide it with opportunities to generate income through narcotics, smuggling, extortion, oil, etc. Sometimes, both methods are employed simultaneously.

At a time when the PKK terrorist organisation in Turkey has reached the point of extinction, it has been months since Abdullah Öcalan, the head of the PKK terrorist organisation, called on the organisation to lay down its arms and disband within the scope of a terror-free Turkey.

In response to this call, the PKK terrorist organisation in Turkey declared verbally that it had disbanded, but we have not heard or seen that it has surrendered its weapons to the security forces.

The PKK's umbrella organisation, the KCK, did not heed its leader's words. It did not disband. It did not surrender its weapons. In Iraq, the terrorist organisation symbolically burned its weapons in a few camps.

In Syria, the PKK's extension, the PYD/SDG, did not heed Öcalan's call. Not only did it fail to implement any of the three agreements it signed with the Damascus government, but it also entered into armed conflict with the Damascus government. Despite declaring a ceasefire, it was the party that violated the ceasefire repeatedly every day.

PYD/SDG's Income in Syria

The PYD/SDG's annual total income is approximately between 600 million and 1.2 billion US dollars.

Main sources:

· Oil and natural gas revenues: Revenues from fields in the Deir ez-Zor and Hasakah basins $300–700 million.

· Agricultural revenues (wheat, barley, cotton, olives): Thanks to control of Syria's most fertile agricultural areas, $150–300 million.

· Taxes, fees and compulsory payments: £80–150 million USD from taxes levied on the local population and commercial activities.

· Border crossings and logistics commissions: £30–70 million USD from smuggling and crossings.

On the other hand, the support provided by the US-led coalition is generally not in the form of direct cash, but rather in the form of salaries, logistics and equipment.

PKK's Regional and International Revenues

The PKK's annual total revenue, obtained through its networks based in Iraq, Syria and Europe, is estimated to be in the range of 300–500 million USD.

Main sources:

· Drug trafficking: Afghanistan–Iran–Turkey–Europe route £150–250 million.

· Diaspora donations and forced fundraising: Especially in Europe £50–100 million.

· Smuggling (fuel, cigarettes, weapons): £40–80 million.

· Extortion and ransom revenues: £10–40 million, depending on security conditions.

The PKK is not a producer but plays a role in transportation, protection and intermediation within criminal networks.

It is difficult to give up money

There are those among the organisation's leaders who do not want to give up their comfort zone. There are those who want to keep control of so much money. Therefore, they do not want to comply with the agreement they made with the Damascus Government.

There is now conflict within the terrorist organisation. Those who say we should comply with the agreement made with the Damascus government, those who say we should flee the country, those who say we should surrender, and those who say no, let's fight with weapons, let's manage this money, let's not give up our comfort, are still in conflict.

Militant Profile within the PYD/SDG Structure

The core cadre of the PYD/SDG, the Syrian extension of the terrorist organisation PKK, consists of militants who are citizens of the Republic of Turkey. PKK militants form the military and political decision-making core of the PYD/SDG. They have strong ties to Kandil.

Within the SDG/PYD in Syria, there are: Kurds, Armenians, Arabs, Syriac/Assyrian/Chaldean elements, foreign militants, militants of American, French, German, British, Spanish, Italian, Dutch, and Greek nationality, people of Caucasian origin, Georgians, people of Iranian and Iraqi origin, and Yazidis.

The influence of intelligence agents from the aforementioned countries on those managing the process is evident.

Syrian Kurds have obtained citizenship rights.

Syrian President SHARA, with Presidential Decree No. 13 of 2026 concerning Kurdish Syrians and their rights, defined Syrian Kurds as an integral and fundamental part of the Syrian people.

According to information obtained from the Syrian Ministry of Education, Kurdish will now be taught as an optional subject for two hours per week in schools. Teachers will be trained, and a Kurdish curriculum and textbooks will be prepared.

The same rights should be granted to the Turkmen.

Turkmens, the second largest ethnic group in Syria after Arabs, should be granted the same education and citizenship rights as Kurds. For now, the issuance of a presidential decree is sufficient for the rights of Turkmens.

Later, during the constitution drafting process, the fact that Turkmens are an integral and fundamental part of the Syrian people and that Turkmen is one of the official languages should be enshrined as a constitutional right.

Some may say that we should get along well with the Syrian government, that Syria is currently facing a thousand and one problems, and that we can voice the demands of the Turkmen later. Let us not heed these suggestions. Let us not remain silent, satisfied with one or two deputy ministerial and command positions given to the Turkmen.

Humanitarian aid must continue.

Turkey provides aid such as food, flour, sugar, oil, water, beverages, baby formula, winter clothing, nappies, etc. to people belonging to other ethnic and religious groups in Syria, primarily Kurds, Arabs and Turkmen. This aid is necessary and important in terms of winning hearts and minds.

Bayır-Bucak Turkmens

The Bayır-Bucak Turkmens should not be left homeless this winter. Some of the thousands of containers from the closed refugee camps in Turkey should be sent urgently to the Bayır-Bucak Turkmens in Syria. The Bayır-Bucak Turkmens need these containers. We must also listen to the needs of the Turkmen in Aleppo, Homs, Hama, Latakia, the Golan Heights, Damascus, Daraa and Idlib.

In the Middle East, where alliances and friendships are easily broken, I trust in the wisdom of the Turkish state and the noble character of the great Turkish nation. Turkey will continue to help Turks abroad.

I am hopeful that we have good people who are devoted to the ideal of ‘unity in language, thought and action’ and who love Turks outside Turkey. There are many Turks who long for their homeland and salute the red flag from the blue flag. In the Turkish world, we have mothers, women, sisters, elders and young people who pray for God to protect and exalt the Turks.

Just as today, Turks will be happier and stronger in the days to come.
